Sir Percival Phillips, tlio "Daily ■Telegraph" Addis Ababa correspondent, says the Emperor will proclaim general mobilisation to-morrow. Confidence prevails in the Ministries and extends to the European community, based on implicit faith in Britain's determination to protect Abyssinia through the League.
