VOICE OF INDIA.
VIEWS OF VICEROY-ELECT. (Received 11 n.m.) LONDON, August 7. The Marquess of Linlithgow, Viceroyelect, brings not only a fresh and vigorous mind but a unique knowledge of rural India, which should prove of inestimable benefit, says the "Times of India." The "Chronicle," the All-India Congress organ, says Lord Linlithgow, under the new constitution, will have greater autocratic powers than were enjoyed by the previous Viceroy. It hopes he will use them well. The best thing that can bo said is that a worse selection could have been made.
"The Times" Simla correspondent says the new Viceroy will arrive in India to find it in a state of unparalleled political transition. Indian opinion of the Act continues to be hostile.
