In order to establish the Empire's marine security, Britain is seeking undertakings from Germany in connection with a naval agreement. These include: — (1) German submarines will not attack British merchantmen. (2) British vessels in distant seas will be immune from attack from the German Navy. These proposals were submitted to Herr von Ribbentrop, who informed the British Government that he could not give undertakings pending a consultation with liis. Government. The Germans, However, intimated their willingness to abide by any international naval agreements. The diplomatic correspondent of the "Daily Telegraph," in a message from Rome, says the visit to Paris by Mr. Anthony Eden, Minister in charge 'of League of Nations Affairs, was far more successful than anticipated. Paris, says the correspondent, recognises that Britain's action in the naval agreement with Germany was dictated largely by fear that strict adherence to the proprieties might have resulted in another non-possumus from France, with results as unfortunate as those which followed M. Bartliou's Note of April 17, 1934. Nevertheless, he adds, the agreement gives Germany an important naval superiority over France in the North Sea, and France is unhappy regarding the rate at which German fleet expansion is being carried out. The "Daily Mail" says it is expected that Mr. Eden will invite Signor Mussolini to send naval experts to London.
