AUCKLAND CONTROL BOARD. RICHMOND TO MEET NEWTON. MT. ALBERT-CITY AT ONEHUNGA.

At}'the Auckland Eugby League Board of-Control meeting last evening, with. Mr. Gr. Grey Campbell presiding, it was decided that Devonport will"meet Marist Old Boys in the curtain-raiser, with Newton Hangers and Richmond Rovers as contestants in the principal fixture. City Rovers and Mount Albert will play their championship fixture as the attraction on the recreation ground at Otaehunga. Newton Rangers were granted permission to travel to Whangarei at an early date, provided notification of manager was given. A Devonport depletion was advised that the transfer .rules effectively protected the club in the case of a junior* player who became a senior of" another club and sought re transfer to a further senior club. In such case the player required to revert to his original junior club, which had the right to withhold a transfer. The chairman gave assurance that the abuse of transfer rules would not be tolerated. Scrum Formation Edict. A letter from the Referees' Association pointed out that an unorthodox scrum formation adopted by a senior team on Saturday was not in the proper spirit of the game. It was felt that, although the playing of a .two-man front row formation was : not .contrary to scrum rule, if persisted in, the practice would be detrimental to high playing standard. The association suggested that clubs should be urged against this two-man front row formation. Mr. L. Binns said he thought this matter, should be seriously considered, as the match, in question was spoiled. Mr. Campbell said , the ease was . an exceptional- one, and he did not think the Marist v 'Club intended to- pursue the practice. ■ I _Mr. Binns said it was admitted the,rule did not compel a three-man front row, but the trouble was. that the referee had no jurisdiction. The rule said the front row should not be more than three men, and not necessarily three. Mr. Mincham said the new. rule provided that the ball must be hooked by the hooker's foot farthest from the halfback putting the ball in the scrum, and the referee could have freely penalised on Saturday. It was not the breach of a rule, but the spirit of the game that mattered. It was decided to advise clubs that while the rule <lid not prescribe a threeman front rank it was the universal practice in the code, and the League desired that this procedure be followed, otherwise a special rule would have to be adopted to prevent variation. The regrading of G. Hatcher from senior to senior B to play for Green Lane was granted, subject to transfer by Richmond. The clearance of A. Bright from Newton Rangers to Point Chevalier, following his regrading by the junior management, was approved. Registrations: A. Wicks (Mount Eden) J. Leonard (City), and A. A.
