The "Daily Herald" says authoritative political circles believe that one of Mi'. Baldwin's first acts on assuming the Prime Ministership will be to invite Mr. de Valera to London, taking advantage of the reconstruction of the Cabinet to begin negotiations anew. Informal conversations for this purpose are now in progress. The success of the agreements regarding cattlc and coal is helping the situation, as is Mr. de Valera's declaration that the Irish Free State will, not be used as a base for an attack on Britain.
