RATEPAYERS' QUALIFICATIONS.
To the politically inexperienced ones who have howled through the Press over the dismissal from the City Council of ratepayers representatives, I would say: "You sat upon the good-natured bulldog so heavily that in resentment he turned and bit yon. Nov,- don t be so foolish as to hit him on the face your ratepayer's qualification paper, or he will grab it and tear it to shreds." W. SCOTT.
