The report adopted by the annual meeting of the Now Zealand Rugby League Referees' Association last evening, when ilr. J. T. Hill presided, stated that during the ID3-4 season the delegates took an active interest in affairs, but there was still room for greater attention being given by affiliated associations of other centres to the service available in giving interpretation and guidance with a view to greater efficiency and uniformity in .the application of control principles throughout the Dominion. The associations of Auckland and Hawkc's Bay hlid shown greatest cooperation. The chairman, in opening the meeting, which in the usual manner marked the passing of the New Zealand patron of the code, Mr. James Carlaw, referred to the evidences of progress of the game in which the referees had played 110 inconspicuous- part. ■ "In spite of that, however," added Mr. Hill,- "the referees stili have more to do, particularly in view of the recent English amendments to tiie laws of the game designed to speed up and improve the play for players and spectators. It cannot be too highly stressed that the better the referees, the better the game. It is good to note that the associations are doing well their part in co-operating with managements for firm control to maintain the highest traditions' of the sport." Officers were elected for the year as follow: President, Mr. W. J. Hammill; vice-presidents, the presidents of all affiliated centres; chairman, Mr. J. T. Hill; vice-chairman, Mr. B. V. Emirali; committee, , elected delegates; secretary and treasurer, Mr. L. E. Bull. The council of the New Zealand Rugby League wrote advising having discussed and approved rules adopted by New South Wales, and it was decided to ask the council that in future such matters should bo first presented to this body before being considered, to enable the submission of reports to the council. The balance-sheet revealed a small working credit margin. An appeal by T. Tracey against his recent suspension for two Saturdays in Auckland for failing to keep his appointment as a referee, was thoroughly investigated and allowed, the Auckland Association being asked to expunge the minute relating to tiie suspension. It was shown that , the referee had been unable to keep his appointment owing to family illness, and that his letter confinning such inability to act had miscarried; therefore he could not be punished for an alleged dereliction of duty. A member raised the point as to the right of a player to leave the field and return. The rule now tacitly provided that a player should not return into play after being off the field without the referee's permission. The chairman said that going oil' the-field was not an irregularity, otherwise it would have been provided for. The rule as at present was designed to cover an injured player. It was decided that this was the object of the rule, and the restriction did not bind in other circumstances. SCHOOLBOYS' CARNIVAL. DRAW FOR KING'S BIRTHDAY.
