(United P.A.—Electric Telegraph—Copyright) (Received 12.30 p.m.) SAN PEDRO, April 28. In the early hours of to-morrow morning 134 ships now anchored here will steam northward in the preliminary move of the greatest naval manoeuvres in American history.

The manoeuvres will cover the 5,000,000 square miles of the so-called "Pacific Triangle"—that is between California, the Aleutian Islands and Hawaii —and will last from May 3 to June 10.

War games, technically called "Fleet Problem 10," will involve about 100 ships, 450 aeroplanes and 50,000 officers and men. The forces are divided into two fleets. One will head westward from San Francisco in the direction of Hawaii, while the other will proceed northward. Acting under sealed orders, they will carry out extensive defensive and offensive operations^

The fact that such large manoeuvres are being held in the general direction of Japanese waters lias given rise to many protests from pacifist groups in America.

UNANIMOUS VOTE TOR BILL.

WASHINGTON, April 28.

Without recording a vote, the House of Representatives approved the Government's 457,000,000-dollar naval bill. This provides for the construction of 24 ships and 555 aeroplanes, also for an increase in the Navy's personnel by 11,077 officers and men.

An amendment to withhold the building programme pending naval treaty negotiations was decisively defeated, as was another to reduce the expenditure 20 per cent.
