The community certainly has a right tu expect protection of its children. The Howard League for Penal Reform suggest* that only by a rational scientific treatment of offenders, in which corporal punishment finds no place, will repetition of such offences be prevented. The basis of such treatment must be the study of the person offending rather than the "»e of a punishment dictated by outraged feelings or a desire to wreak vengeance on the offender. After all. he will return to society sooner or later. The security for which your correspondent "Parent of Four" asks, surely can be. best obtained if psychological and medical treatment appropriate to the individual offender is given. Mere flogging or the alternatives suggested by your correspondent find no eupport from any authoritative source. ANOTHER PARENT.
