WASHINGTON, November 21,

An attack on the jingoists of Japan and other nations is made by Viscount Admiral Makota Saito, formerly Prime Minister of Japan, in a signed article to appear in the "Christian Science Monitor" to-day. He says the tri-party naval discussions in London must succeed for the sake of the peace of the world.

Viscount Saito for many years was on active duty with the Japanese Navy and was Minister of the Navv in three Cabinets. In the course of his article he asserts that deliberate propaganda in all countries threatens the success of the efforts to secure naval limitations. WASHINGTON, November 21,

The fact that the United States Government is seeking a better bargaining position with foreign naval Powers was disclosed yesterday. This has resulted in the imposition of seciccy restrictions on information concerning new naval developments.

The Navy Department's move was prompted by news of leakages which had occurred and that at least one world Power had refused to co-operate in an exchange of naval data, claiming that it could get all the necessary information through unofficial channels.

These unofficial espionage channels are described as being through certain investigation committees of Congress and those which consider the annull supply bills for the War and Navy Departments, and through motion pictures of naval devices and activities.
