CORPORATE STATE. New System Inaugurated by Mussolini. CARRYING ON CAESAR'S WORK. (United P.A.—Electric Telegraph—Copyright) ROME, November Hi In a speech inaugurating the new corporative system Signor Mussolini described it as probably the most important event in Italian history. He initiated 22 corporations, which will control all departments of industry and several professions throughout Italy. The impressive ceremony took place in the Julius Caesar Hall. The attendance included, all Ministers and members of Parliament and the Senate. Everybody wore Fascist shirts. "It is a revolutionary movement," said Signor Mussolini. "It deals with all the political and social reforms necessary to the development of the Italian people. It will eventually replace the Chamber' of Deputies, which belongs to past history." Referring to Caesar, whose giant statue was behind him, Signor Mussolini added: "I am carrying on the work begun by Caesar, who was the first to regulate labour. The corporative system gives Italy a higher social justice. "The last century proclaimed political equality among citizens. Fascism went further, by regarding all men as workers, indistinguishable by any social grades. Nevertheless, it is too early to consider the redistribution of wealth.

"The new corporation will increase Italy's powers and its world expansion, but nobody should expect miracles. All nations will eventually adopt the system, which harmonises discipline and power."
