FRANCE READY.

SAAR PLEBISCITE.

FORCES IF NEEDED.

League Discusses Measures For Safety. SIGNIFICANT SPEECH. (British Official Wireless.) (Received 1.30 p.m.) RUGBY, September 27. At Geneva to-day, the League Council decided to call an extraordinary meeting on November 15 to discuss the organisation of the Saar plebiscite, which is due to take place on January 13, 1935. A report containing a proposal to this effect was presented by Count Aloisi on behalf of the Committee of Three. The committee called attention to' the necessity for organising an efficient police force to maintain order and guarantee safety, and at the same time pointed out that the committee had not had sufficient time to arrange the many details of the plebiscite. , Both Mr. Eden and M. Bartliou supported the proposal to postpone discussion until November 15. French Responsibility. M. Barthou, emphasising France's interest in the Saar, read portions of his speech, indicating careful preparations, notably a reference .to the League Council's resolutions of 192;j-20. In this connection he pointed out that France may be called on to assume responsibility, which she would not evade in the event of an appeal. The resolutions refer to obtaining assistance across the frontier if the Saar forces are insufficient. M. Barthou's declaration, which is interpreted as meaning a readiness to send troops if necessary, aroused considerable speculation.
