FRANCE AND SOVIET.
Treaty of Mutual Assistance Reported. WITHIN LEAGUE COVENANT. GENEVA, September 20. It is understood that the Russian Foreign Commissar, M. Litvinoff, and the French Foreign Minister, M. Barthou, at a long conference, drafted a FrancoRussian treaty of mutual assistance similar to the pre-war alliance. The treaty is to remain within the scope of the covenant of the League of Nations and will replace the proposed Eastern Locarno Pact. M. Barthou has gone to Paris to report to his Cabinet. The Governments hope the treaty will be signed before the conclusion of the Assembly. Russia's annual subscription to the League's finances will equal Britain's, which is fixed at £225,000 for the 1935 Budget—the largest contribution made by any single State to date.
