Achieving a Unanimous Vote at Geneva. ADMISSION OF THE SOVIET. GENEVA, September 9. The Frcncli Minister of Foreign Affairs, M. Barthou, stated that as a result of further conversations it was almost certain the Council of the League of Nations would be unanimously in favour of granting a permanent seat on the Council to Russia. He added that unanimity could be achieved by Argentina abstaining from voting and Portugal forgetting the hour of the meeting. Tlio question has been adjourned until September 10 at the request of Poland, which is privately negotiating with Moscow in respect of treatment of minorities. Poland is not opposed to I Russia's admission. It has also been decided to examine and make clear to the people of the Saar the political, economic and financial consequcnccs of the pending plebiscite, in order that voters may have a clear perception of the significance of the ballot.
