IRON RING.

AROUND GERMANY. Exaggerated Reports of Talks By France and Italy. reason' for conversations. (United P.A.—Electric Telegraph—Copyright) (.Received 10 a.m.) LONDON, September 9. The conversations at Rome between Signor Mussolini and the French Ambassador, Count dc Chambrun, have given rise to exaggerated reports that an understanding has been reached, with suggestions for an iron ring round Germany. The facts are that conversations are proceeding in a friendly atmosphere, preliminary to a visit of M. Barthou, Foreign Secretary, to Rome. It is understood this will take place in October and that the subjects for discussion include *he Libyan frontier, the status of Italians in Tunis and naval parity. The idea of a military alliance, which would include the Little Entente, is completely discredited. The "Sunday Observer" comments: "Germany is indeed encircled but the circle was drawn in Berlin and not outside. Germany can at any moment break the circle by withdrawing her notice of secession from the League. It is mischievous and unnecessary to talk of an iron ring."

NAZI CONGRESS.

Hitler Pays Tribute to Women Of Germany. BETTER THAN- THE MEN. BERLIN, September 9. In an address to Nazi leaders at the Nuremberg Congress, Herr Hess said Germany will wait patiently until the Powers decide to restore the lost German colonics. Ho said lie personally agreed with a prominent Englishman who declared that colonics were a luxury nowadays. "Wo need colonies for raw materials and exports," said Ilcrr Hess, "but the foreign political situation is unpropitious." Tho Press claims that critics misconstrue the German propaganda campaign for restoration of colonies. Ilcrr Hitler, addressing 35,000 Nazi women, said German women were equal to, if not better than, the German men. Thcv kept calm when men lost their heads in a crisis, and were less susceptible to Jewish intellectual influences. Herr Hitler also addressed 00,000 Nazi boys and youths, aged from 10 to 18 years. They were assembled so as to form tho word "Saar." He exhorted them to obcdicnce and to figlit for Nazi ideals. NAZIS PARAMOUNT. MIGHTIEST ORGANISATION. (Received 2 p.m.) NUREMBERG, September 9. Ilcrr Hitler stood for four hours during the inarch past of 137,000 Brown Shirts and Storm Troops in Luitpold-j arena. In a speech he said the Nazi movement was master of Germany. "If wo work unitedly as hitherto nobody dare resist history's mightiest organisation." "DEGENERATION." GERMANY'S UNFIT THOUSANDS (Rcccivcd 11 a.m.) MILAN, September 9. An article in the "Popolo d'ltalia," believed to be inspired or written by Signor Mussolini, argues that the German people show innumerable symptoms of degeneration. It states that feeble-minded alone number 800,000, and epileptics 100,000, while 380,000 are affected by various forms of mental diseases.
