WATERWORKS PLAN.

The Northcote Borough Council is to hold a special meeting to consider afuture policy regarding expenditure on permanent waterworks. The feeling of the council last night was that whils there could be no objection to the special meeting,, it would be difficult to rearrange the borough's finances in the middle of the year. Mr. A. G. Osborne eaid . that there were distinct indications throughout the country that work of a permanent nature should be treated differently from No. 5 work. "I have felt," he said, "that men on No. 5 jobs who are doing tradesmen's work should receive something in the nature of a subsidy from the council." A move should be made to escape from the permanency of No. 5 work.

"We have framed our estinaatee," eaul Mr. W. C. Ellis. "We have struck our rates. Where is the money going to come from?"

Other speakers spoke in favour of the meeting, but also stressed the finance difficulty.
