Japanese Interference in Railway. RUSSIAN COMPLAINTS. (Received 1.30 p.m.) LONDON, August 12. The "News-Chronicle" Moscow correspondent says that M. Rudy, manager of the Chinese Eastern Railway, declares that Japanese officials arc wilfully impeding its operation. He declared that they had alienated a zone near Pogranichnaya, except for a narrow strip along the track, preventing Russian supervision or repairs. Negotiations for the sale of the railway to Manchukuo have reached a deadlock, which may force direct action by the Soviet with Manchukuo.

The manuscript of the late Sir Edward Elgar's last work—a symphony commissioned by the British Broadcasting Corporation—was presented to the corporation by his daughter, Mrs. Blake. Sir Edward had only made slight progress with the work and no attempt will be made to put the symphony into a form suitable for performance. The manuscript will be placed in the corporation's archives.

U.S.A. VERSUS P. G. WODEHOUSE NEW YORK, August 12. A tax lien amounting to more than 250,000 dollars has been filed in the Federal Court against the well-known English author P. G.
