Jacob Factor Living Under Protection of Guards. BRITISH ORDER WAIVED. CHICAGO, March 20. Jacob Factor's talent as a witness against kidnappers staved off his personal troubles with the law yesterday. Shortly after the Federal authorities had allowed an overnight delay in his arrest on an order of extradition, the British Ambassador in Washington agreed not to press for his return to London to face charges of alleged swindling. Thus ho has been granted technical freedom for an indefinite period. "Factor is needed here," the prosecutor said, "in case his kidnappefs, Roger Touhy and his three associates, succeed in gaining a new trial." Freedom means little to Factor, however. He appeared in court with a guard and has been living under a guard since the kidnapping. His quarters comprise a fortified suite in a hotel.
