GOVERNMENT MAY COMPETE. (Received 2.30 p.m.) WASHINGTON, March 16. The Reconstruction Finance Corporation is to seek legislation to grant it power to perform complete banking functions. President Booscvelt has long held that private banks are not adequately meeting the demand of business for credit. He is prepared to put a Government agency directly in competition with them by allowing the R.F.C. to grant loans to industry and individuals.
