COMPLAINT OF DELAY. A complete change in the method of handling the small farms scheme 60 that worthy 0 applicants may be given an opportunity of making a home for themselves without being "separated from their wives and families, is advocated by the Hon. C. J. Carrington. He complained of the delay in getting the scheme going, and referred to the disability under which Mr. J. S. This could be applied with equal, if not greater, force to those of the white race in New Zealand who are unemployed and desirous of becoming self-reliant on small holdings. The hide-bound departmental methods adopted have led to the failure that is in sight.".
