Hitler Must Admit Sovereign Independence.

(Received 2 p.m.) VIENNA, January 29. Prince Starhemberg, addressing the commanders of the Heimwehr, of which he is leader, outlined the conditions on which the conflict between Austria and Germany could be ended. Herr Hitler, he said, must first give a written declaration recognising Austria's sovereign indepeudence.
Secondly, he must recognise that Fascism in Austria was represented by the Heimwehr and hence the Nazi party in Austria was superfluous.
Thirdly, Herr Hitler must give a written guarantee never to attempt to place non-Austrian Germans in the leadership.
"If Herr Hitler agrees," said Prince Starhcmbcrg, "I am prepared to say that Austria could support German foreign policy." The Prince added: "We back the Chancellor, Dr. Dollfuss, in the Fascist reconstruction of Austria."
Dr. Dollfuss indicated in a speech to the Lower Austrian Peasant Council that Austria's patience had ended regarding the position with Germany. "Hitherto I have abstained from bringing the matter before the League, but recent events have compelled me to forsake my reserve," he added.
