PLEBISCITE PLAN. To be Discussed by Council of League. BUSINESS FOR GENEVA. (British Official VVireless.) (Received 2 p.m.) RUGBY, January 10. The business to come before the Council of the League of Nations, which meets in Geneva on January 15, includes a further examination of the Bolivia-Paraguay situation, the Danzig question and the problem of slavery. The report of the committee on the future Assyrian community in Iraq will also be considered, aijd at a later stage of proceedings the question of preparatory measures for the Saar plebiscite .will probably be under discussion. By the Treaty of Versailles Germany | renounced in favour of the League in its capacity of trustee the government of the Saar Basin, and tliat area is now governed by five members representing the League. The treaty provides tlirt on or after January 10, 1035, a plebiscite shall be held to determine whether the Saar is to remain under the League, whether it will be united to France, or will revert to Germany. Voting in the plebiscite will be by communes. The League, taking into account the wishes of the inhabitants as expressed by voting, will decide on the sovereignty under which the territory is to be placed. In the event of Sir John Simon being detained in London in connection with disarmament consultations the British Government will be represented at the Council by Mr. Anthony Eden, UnderSecretary for Foreign Affairs.
