CAREFUL STUDY IN LONDON.
RUGBY, January 7.
The full implications of the revision by France of her import quotas are being carefully studied in responsible quarters in London. Opinion is much disturbed, and special attention is being directed to the unfavourable effect of these trading restrictions on. the - prospects of the early initiation of negotiation of an Anglo-French commercial agreement.
