French Reply Described As Snub To Chancellor. MODIFICATION OF TERMS. LONDON, January 2. A message from Paris states that it is understood that the French memorandum in reply to Herr Hitler's demands lias been revised. Modifications have been made following a conversation between the Prime Minister, M. Cliautemps, and the Belgian Foreign Minister, M. Paul Hyrnans.
The Berlin correspondent of the "Daily Express" describes France's New Year message as a snub for Herr Hitler. The French Ambassador to Berlin, M. Poncet, has presented the reply, which contains the following points: — (1) No rearmament by Germany, but eventual disarmament by the other Powers. (2) Germany to return to the League of Nations. (3) No direct Franco-German talks. (4) A disarmament agreement to be made within the framework of the League. On the other hand, the "Daily Telegraph" diplomatic correspondent states that the French aide memoire presented to Berlin represents a considerable advance on France's part toward the German standpoint, but it is doubtful whether the advance will produce Germany's return to the Disarmament Conference.
SAAR QUESTION. THORN IN SIDE OF PEACE. (Received 1.30 p.m.) BERLIN", January 2. In the course of a New Year article, Herr von Papen significantly confirms Herr Hitler's peace overtures to France. Herr von Papen says that FrancoGerman peace can never be really sincere without a settlement of the Saar question. It is a remnant of the Imperialistic policy, he said, which dictated the 1919 treaties. If peace were desired, a determined good-bye must be said to such a policy.
