LABOUR WORRIES.
Further Violence at American Mines. ROOSEVELT'S HINT. (United P.A.—Electric Telegraph—Copyriplni WASHINGTON, October S. Labour difficulties, particularly the recurring violence and discord at the mines, absorbed the major portion of the attention of the administrators of the National Recovery Act yesterday. After a long conference with the larger steel executives, President Roosevelt issued an eight-point plan to serve as a basis for negotiations between the owners and the striking miners. Mr. Roosevelt reiterated that the "captive" mines must function under the regular coal industry code. He insisted upon i the right of the workers to bargain collectively with the owners through representatives of their own choosing.
This is interpreted as meaning that the owners must recognise the union. The President declared that if «n agreement is not reached soon he will impose, through an executive order, conditions of work substantially the same as those which obtain in the commercial mines.
During the day the President dedicated a memorial to the late Mr. Samuel Gompers, formerly president of (.he American Federation of Labour. He appealed to capital and labour for unselfish patriotism. He said it was no time for either to seek special privileges at the expense of the general public, and warned recalcitrants that "horses which kick over the traces will have to be put in a corral."
