The Russians have thought of a new way of turning a fine day into a wet one. Two balloons arc sent into the air, supporting between them a perforated tube. The tube is connected to a. hose which descends to the earth. Water is pumped through the hose, and (he balloons are slowly towed along as they "rain" on the crops beneath.
