PROMOTION OF OFFICER. (By Telegr&ph.— CPress Association.) WELLINGTON, this day. 'The Postmaster-General, the Hon. A. Hamilton, announced to-day the appointment of Mr. F. J. Shanks, Chief Postmaster, Christchurch, to the position of second assistant secretary of" the Post and Telegraph Department, in succession to Mr. W. J. Gow, who has retired after 40 years' service.
