Eagerness to Conceal Economic Plight. CHAOS AND FAMINE? LONDON, August 11. The diplomatic correspondent of the "Daily Telegraph" says the is extremely anxious to conceal Russia s economic plight, particularly the grain position. The reason is the Soviet's eagerness to sec.ure large credits from American banks and corporations. After a foreign correspondent had visited the Ukraine and the Caucasus and reported the existence there of chaos and famine, all the foreign newspaper correspondents in Moscow were summoned to a conference and warned that they must not extend their activities beyond the Moscow area without special permits.
