CLAY CROSS BY-ELECTION.

"The Observer" suggests that Mr. Arthur Henderson be given a "walk over" in the Clay Cross by-election to show the country's appreciation of his devotion and courage in the cause of peace as. chairman of the Disarmament Conference. His return to Parliament would undoubtedly raiso his prestige abroad and help him in his future efforts for disarmament.
