THE "R.L. PLAN."
I read a few days ago in vour paper a brief reference to the "R.-L. Plan" over the initials "E.F." I have read the plan with (very great interest and would refer "E.F." to page 5, where it is clearly shown that the plan is designed to suit any period of redemption. In referring to sinking funds, "E.F." is not justified in dismissing the danger of sinking funds being raided or suspended. He ignores the possibility of assets bein<r frozen at dates of maturity, and the fact that, to comply with sound finance, sinking fund contributions must now be increased owin" to the compulsory reduction of rutin'" rates of interest. Would "E.F." state the average life of the assets on which the total national debt iof New Zealand is based? J.S.
