Sir Alan Anderson, the shipping magnate and a director of the Bank of England, speaking at a meeting in Vienna of the International Chambers of Commerce, of which he is chairman, said Tariffs, quotas and uneconomic interference had reduced the exchange of goods and services to half the pre-war j'gure. He asked who, ill these problems, held the initiative. In his opinion uie chief creditor countries must move lirst and the debtors must follow.
