WAR ON ALIENS.

THE TURKS' BROOM,

NO JOBS IN ISTANBUL

MASS EVICTIONS. Nationalist Turkey's movement to force 10,000 more foreigners out of jobs in Istanbul is viewed as being' in accord with the Turkcy-for-Ti!rks policy inaugurated in 1923, when 1,200.000 Greeks were moved to Greece in exchange for half a million Moslems who were living in Greece. That was the greatest mass movement of population in modern times with the exception of the migration of Chinese farmers into Manchuria, whici: prior to 1920, approximated 1,500,000 yearly. The latest movement to make jobs for Turks provides for the expulsion of foreign waiters, bootblacks, grocers, musicians, cabaret performers, janitors, gardeners, lawyers, engineers, chemist."?, dentists, and doctors. Most of the foreigners in the lower categories are Greeks., but many Germans and Armenians are among the professional men. Germany Threatens Reprisals. Germany has threatened to make reprisals by closing the doors of its universities to the 500 Turkish students who are studying there, and Greece has threatened to expel Turks employed in Greece. American, British and French business and professional men very generally left Istanbul years ago, and only two Americans are affected bv the recent law. Including the families of affected foreigners, the new law will forco 40.000 persons to leave Istanbul. Turkish commerce has suffered as a result of the bar against foreigners, but Mustapha Kemal made the change with his eyes open. He realised that the rug industry and exporting and importing trade in Istanbul's large transhipment business would disappear temporarily, but said it was his desire to teach Turks how to handle their own commerce. Greeks Transferred in '23. In 1923 Greeks who were living in 1 Anatolia were transferred without ex-j ception, but those who were in Istanbul and eastern Thrace, the European parr, of Turkey, were not forced to migrate in a body. However, those who had been active politically were expelled in largo numbers and ever since that time the sweeping process has continued through new laws limiting the activities in which foreigners are permitted to engage. Turkey lost most of its commercial artisan and industrial population through this vast movement. It also lost most of its professional 111011, and the lack of doctors and dentists was for a time a serious problem.
