ROOSEVELT MESSAGE. King Cables Copies to All* Dominions. CABINET CONSIDERATION. I (British Official Wireless.) (Received 12 noon.) RUGBY, May 18. The Iving has caused the text of j President Roosevelt's message to be | telegraphed to the Governor-Generals of all the Dominions. It was cabled simultaneously from Buckingham Palace to Canada, Australia, New Zealand, Newfoundland, South Africa and the Irish Free State. It is understood that the message was further considered by Cabinet to-day, and the Dominion Governments are being consulted. His Majesty said: "I thank you for your important message, which I have communicated io my Governments of the Empire that it may receive their fullest consideration." JAPAN GUARDED. TROUBLESOME NEIGHBOURS. TOKYO, May 18. Japanese newspapers guardedly welcome Mr. Roosevelt's proposals for strengthening the structure of world peace. However, they point out the possibilities of "disorderly countries intolerably menacing the vital interests and security of neighbeuring nations." These remarks refer to China, whose "ineffective and irresponsible Government," the papers say,' caused the present situation and compelled Japan to have recourse to arms in order to protect her interests.
