In his opening address, Mr. G. W. Hutchison, stressed tne necessity of civil organisations in the general public to support the Force, stating that with the abolition of the universal system of training it was essential that citizens should encourage the young men to join, and employers to grant facilities to enable their employees to attend camps, etc., otherwise no voluntary force could reach its highest "efiiciency. He stated further that before he gave his official aid to any movement he always demanded that there should be a civic interest. In this case, he held that the training, discipline and the organised games which are part of the Territorial Force activities were of the greatest value to the community, and that the civic interest was very real.
