WHANGAIt£I HARBOUR BOARD (By Telegraph.—Own Correspondent.) WHANGAREI, this day. At the meeting of the Whangarei Harbour Board to-day, the secretary reported that Mr. David E. Young had "resigned his seat as representative of the Hikurangi town district, and that the extraordinary vacancy had been filled by the appointment of Mr. Edward E. Rickard, the. nominee of the Hikurangi Town Board. • The new member was welcomed by the chairman.
