In tho selection of his Chief Whip for Cabinet promotion, Mr. Coates has followed a well-sustained Reform precedent, and one which in normal times has been as well followed -by the leaders of other parties. Former Reform Ministers who served as Whips include the late Hons. R. F. Bollard and D. H. Guthrie, and the Hons. A. D. McLeod and Sir William Nosworthy. In the United Ministry, Mr. A. j. Murdoch rose from the Chief Whipship to the position of Minister of Ag-ieulture, while the Rt. Hon. G. W. Forbes in the old days was Whip to the late Rt. Hon. Sir Joseph Ward.
