Objection to Omission from] Negotiations. PRIME MINISTER'S ACTION. (Received 1.30 p.m.) PARIS, January 25. M. Paul Boncour, Prime Minister, received the British and United States Ambassadors and discussed tlie situation arising from the exclusion of France from the negotiations between Britain and America on the ground that she had not paid the last instalment. M. Boncour urged the United States to realise the advisability that all countries should be represented at the debt negotiations at Washington.
