COUNCIL'S DUTY.
PROMOTE RECOVERY. "DISPEL HOPELESSNESS." liBAD TO DOMINION. Mr. H. P. Burton, chairman of Uie Works Committee, in presenting the report at the special meeting of the City Council this afternoon, said apart altogether from the principle underlying unemployment, the facts outlined in thecommittee's report could not bo denied. The fullest consideration had been given to that aspect, and with a full sense of its responsibility to the whole community, the committee felt that the timo had arrived when a comprehensive policy should lie formulated. It was timely and in the interests of the city.
From a psychological and. business viewpoint, it was high time that a move was made to commence constructive and permanent work, thus stimulating industry and creating employment of a lasting nature; and abovo all djspelling the spirit of hopelessness that; was spreading throughout the community. While the committee felt that the work rc( mimended was not one of great magnitude, there was a . general feeling that the City Council, the largest body, next to Parliament, had a clear duty to perform in. inaugurating work of a permanent nature. He felt that the council could not evade its responsibilities in that direction, and that in the interests of the whole country the move should bo fostered. (Proceeding.)
