DRAINING THE WAIRAU.
The Wairau Stream naturally is, and must continue to be, the basal drainage system for the whole district. The lower reaches of this stream, within the borough precincts, are constantly flooded during the rainy season, while in the hot, dry summer months the conditions are at times pestiferous. Notwithstanding these conditions, the local authorities "favour draining the Upper Wairau, as it would open up the internal area for cultivation, whereas the drainage of Lower Wairau would only open a large area of land covered with gorse." Apart from the unwarranted reflection on those occupying the Lower Wairau, the question arises how possibly can these recommendations be given effect to. How can Upper Wairau be drained independently 2 SMALLHOLDER.
