The "Sunday Times" discloses that Japan recently offerecT Trance a formal alliance, but France refused because a veteran diplomat with Eastern experience regarded the acceptance as a dishonourable breach of faith with the other Powers while the Lytton Commission was investigating Japan's acts in Manchuria.
