Wo are now in the time of the year when Flotations of New Companies, seeking capital, spring up like mushrooms, and a few remarks regarding such New Capital Issues may, therefore, be ill season. Much has been said and is written daily regarding the care which should be exercised by Investors in reading and digesting Prospectuses of New Companies, and a fatherly Legislature is even now. about to consider a new Bill requiring further particulars regarding New Companies to bo given in Prospectuses for the protection of the raw Investor, but when it is ail "boiled down" it amounts to this, that it requires an Expert in Investments, bo he Stockbroker, Accountant or other trained mind, to properly interpret a i'rospectus, and the Company Promoter will always present such alluring promises to the inexperienced Investor as to entirely camouflage any technical details which are or may be required by law to be contained in any Prospectus. There are three cardinal points which it. will pay every Investor tjo observe in regard to all new Companies and Flotations which come before him, and in which he may be tempted to invest: (1) That by far the biggest majority of New Companies eventually go into liquidation, and of the balance but very few ever reach a dividend-producing basis. (2) That if a New Company is a sound proposition it will stand investigation and criticism by a trained expert, and skilled independent advice should always be taken before Investing. " (3) That it is an excellent policy for every careful Investor "to wait and see." I With regard to this last and most important point—it is seldom if ever that opportunity does not occur to buy Shares in any New Company. AFTER IT IS ESTABLISHED AND PROVED ITSELF, at par and very often under par. The investor who takes up shares in a Company about to be formed, or Just formed, and which subsequently makes good is lucky indeed to get dividends at the end of the second year after its formation. Long before then ho will have opportunities of purchasing its shares at par or under and will thus get into a proposition after it is proved without taking undue risks, and without losing interest on his money. There is one other aspect regarding New Flotations, particularly at the present time, which should bo considered seriously by Investors. Owing to the period of depression through which we are passing, there are wonderful opportunities for Investors to buy existing stocks and shares in established concerns at such low prices, and a buyer has such unique opportunities of capital increase without taking undue risks that no New Company could possibly offer such returns as are possible by buying on the present market. As has been remarked in a previous talk, the careful Investor will do well to avoid new Flotations altogether, particularly at the r>resent time, and treat shares in new untried concerns as entirely speculative.
