SECOND READING.
UPPER HOUSE REFORM BILL. (Received 12 noon.) SYDNEY, this clay. The Legislative Council at a late sitting carried the second reading of the bill for the reform of that Chamber by 53 votes to 25. The former AgentGeneral, Mr. A. C. Willis, urged the withdrawal of the bill. If it was passed Labour would never got a majority in the Chamber and a referendum on t!w proposed reform without any alternative would fail.
