Reported Treaty With New State Of Manchukuo. CHINESE DESPONDENT. SHANGHAI, September 2. An announcement comes from authoritative eources that a new treaty between Japan and Miinchukuo is to be signed on September 15. The treaty is said to guarantee mutual respect for territorial sovereignty, which gives Japan the right to station troops throughout Manchuria. It is stated also that Japan undertakes both the ' internal and external defence of Manchukuo. The receipt of this information about the treaty at Nanking realises the Chinese Government's worst fears.
