Persistent reports that the German Government is about to reopen disarmament negotiations the English and French Governments are causing renewed anxiety in Paris. "Le Temps'' argues that there is no judicial ground for a German claim of equality in armaments or the restoration of her former colonies, adding that each time Germany has received concessions she has. embarked on a new series of demands.
