Present Proposals Will Not Effect Balance. SURPRISE CONFERENCE. (Received 9.30 a.m.) WASHINGTON, June 12. At a surprise conference In White House last evening the President, Mr. Hoover, is said to have informed the four leaders of Congress on questions of economy and appropriation that even the enactment of all the proposals now under consideration by Congress would not balance the Budget.
