WITHDRAWAL OF JAP. TROOPS
RUGBY, April 26.
Asked for reasons for the deadlock in the Sino-Japanese negotiations at Shanghai, the Foreign Secretary, Sir John Simon, in the House of Commons, said the main"difficulty arose over the question of a fixed time limit for the second stage of the withdrawal of Japanese troops to the International Settlement and certain municipally-controlled roads adjacent to it.

Government investigations prove that Bolshevist instigation is behind the outrages in Manchuria and the uprisings in China, aiming at the overthrow of any established authority. Evidence was secured as to the supply of funds, munitions and bombs.
