According to messages from Reuter's Nanking correspondent late last night, reliable quarters report that the Chinese National Government has decided upon a declaration of war against Japan. When the decision will be implemented is not known, but it is-expected to be to-day. The decision to declare war was made by the Central Execur tive Committee of the Kuomintang, to which the Nanking Government is subordinate. The foreign communities were immediately alarmed and appealed to London and Washington for reinforce-, ments to maintain the integrity of the International Settlement. Another report says that Quo Tai-chi, vice-Minister, contends that China will not declare war, though she is prepared to offer armed resistance to the Japanese attacks. Nanking to-night denied the intention of declaring war, but asserted that the whole nation was resolve,d to repulse the Japanese regardlessjof sacrifices.
