PROPOSALS REVIEWED. PUAL CONTROL UNSATISFACTORY. The general manager of the Radio Broadcasting Company, Mr. A. R. Harris, eaid, in respect to the alternative methods of control, that State ownership or control, as. an alternative to private enterprise, was a matter of Government policy. Regarding dual control, which Mr. Harris understood had at one time been seriously contemplated by the authc-ri-ties, with the idea of operating the technical side through their own Department, and assigning tlio programmes to private enterprise, he said that the company's inquiries had shown that the eyetem had not worked well where it had been in force. The greatest efficiency was not possible under such a (system. Experience had shown that the technical and programme phases were inseparable. The best of technical administration would be spoiled by inefficient etudio work, and vice versa. It would be invidious for the company to make comparisons as far as the technical side was, concerned, eaid Mr. Harris, referring to the question of Government control of both the technical and programme sides. Regarding programmes, however, it open to serious doubt whether such a service could foe handled as well by any State Department M by a private company, free from all, jeliticftl fiooflidertttipae,.
