TRANSPORT FINANCE.

The report drawn up by representatives of the Tramways Union on the finance of the Transport Board must have created a. good deal of interest. It is noteworthy as showing the practical interest of the Union in the affairs of the industry, and it raises the important question whether the Board has made all the economies possible, outside of actual wage reduction. Though the Board has had the report before it, the public does not yet know how it impressed members. The public is looking forward to a reduction in fares, but on the figures given it .seems doubtful whether a reduction will be possible, that is, compatible with sound finance. The chairman has stated that with the proposed wages "cut" and fare concessions a loss of £22,000 is estimated. If the users of the system are not called on to meet deficits, ratepayers must be, and it is a little disturbing to find that the framers of the Union's report view with some complacency resort to rating. Ratepayers, it may be pointed out, include a number of wage-earners, and increase in rates is apt to be reflected in rents. The Board should avoid this slippery slope..
