SPAIN'S RULE.
New Parliament to Consist of 400 Members. VOTING AGE 23. ("Times" Cables.) (Received 10.30 a.m.) MADRID, May 6. The new Republican Parliament will consist of 400 members, one representing each 50,000 inhabitants. Priests, women and Civil servants may be candidates. The voting age will be 23. The Army is to be 100,000 strong in eight divisions.
